In a recent interview with Edge magazine, the creative director of Starfield Outlaws, Julian Garrity, revealed some new details about the game. The planets in the game are not procedurally generated, but rather handcrafted, with regions similar in size to two to three zones in Assassin’s Creed Odyssey. The decision to handcraft the locations allows for more detailed maps and regions. The regions are large enough that vehicles will be necessary for traversal, but flying over them in spaceships will not be possible.

Player choice is a key aspect of the game, with decisions influencing relationships with various factions. If players are in the good books of a faction, they will unlock exclusive quests, special prices, and access to locked areas. However, if players make enemies, factions will send people to chase them down, and there will be consequences in terms of credits or other punishments. While there is player choice, there seems to be some gentle guidance towards a particular style of play.

The game also offers choices in how to approach the gameplay itself. Players can trade, smuggle, and fight against pirates and the Empire, as well as explore. However, there are limitations to freedom of choice. Flying above planetary surfaces and landing anywhere on land are not possible in spaceships. There are designated landing zones and smaller self-contained maps near planetary orbits for 3D flight in space. Overall, Starfield Outlaws appears to be an open-world, narrative-driven game set between Empire Strikes Back and Return of the Jedi.
