The Xi’An demonstrated their commitment to peace by withdrawing military forces from the Perry Line systems, but the lack of official recognition from the UEE kept relations strained.

It wasn’t until 2792, after the fall of the Messa regime, that the UEE could focus on rebuilding relations with the Xi’An. Imperator Erin Toy prioritized diplomatic efforts, and Ramon Cohen was appointed as the new ambassador to the Xi’An Empire. Although Cohen lacked formal diplomatic experience, his deep understanding of Xi’An culture and language made him a suitable candidate for the complex negotiations ahead.

The initial meetings between Cohen and the Xi’An delegation were tense, as the Xi’An only presented the issue of the former Perry Line systems without offering solutions. Cohen spent months researching and developing a comprehensive 92-page proposal that included joint military operations to clear mines, a division of the Perry Line systems, and the establishment of transitional systems to foster cooperation. However, negotiations stalled over the contentious issue of Oya 3, a resource-rich planet that both sides wanted.

Cohen’s innovative “Cohen Compromise” ultimately resolved the deadlock by allowing the UEE to control the Oya System while granting the Xi’An sovereignty over the existing settlement on Oya 3. This compromise was accepted after intense negotiations, leading to the ratification of the Perry Line Pact on July 5, 2793.
