Elite Dangerous details December Law & Disorder crime overhaul
Frontier Developments says Elite Dangerous’ free Law & Disorder update will arrive in December, substantially revising how the game detects, records and punishes crime while expanding piracy and smuggling gameplay.
The developer’s October 2026 dev log frames the update as an effort to make criminal careers viable without removing meaningful consequences. Under the new system, crimes will no longer be treated as though authorities automatically witnessed them. Instead, committing an offense creates an unconfirmed bounty (UCB), which lets others in the area legally respond to the offender.
Authorities will be alerted when a UCB is created, but their response time and strength will depend on the security level of the system. A UCB becomes a permanent bounty if the offender is scanned by an authority vessel or Omnipol, or is reported while on foot. Commanders who leave before that confirmation will have their UCBs cleared.
Scanning and station access
Frontier will remove the Kill Warrant Scanner. Passive information gathering will identify nearby ships, factions, powers and unconfirmed bounties, while a standard targeted scan will reveal a pilot’s identity and legal status. When a scan identifies a criminal, that information will be broadcast to nearby vessels so they can engage without accidentally becoming criminals themselves.
Anonymous access at starports is also set to be removed. A station that detects a criminal will deny landing permission, though Frontier says a player who reaches the station undetected will retain normal access. Crimes committed inside a no-fire zone will expose the offender and can lead to docking access being cancelled.
Graduated responses and criminal space
Law & Disorder will divide crime into five escalating severity tiers. Minor offenses are intended to produce warnings or fines rather than an immediate lethal response, and some fines can be paid immediately. Frontier cited accidental weapons deployment or discharge in no-fire zones, as well as pad loitering, as examples where the revised system should be more forgiving; in the latter case, station traffic control may offer to fly a ship out of the station.
The update will also turn inhabited anarchy systems into Criminal Systems, according to Frontier’s outlined plans. These systems will feature criminal factions and corrupt or criminal enforcement forces, creating distinct risks for pilots operating there.
Crime records will be associated with a Commander rather than a ship or module. Separately, coverage of the update says the current Commander Notoriety system is due to be replaced with Ship Notoriety, which would reflect a vessel’s criminal history and affect how intensively it is scanned. Frontier has not detailed every aspect of that system in its October dev log.
Piracy, smuggling and PvP
Piracy is expected to gain an option for players to demand cargo directly from NPC ships. Reports describing the planned feature say an NPC’s response may depend on factors including the pirate’s apparent strength, reputation and notoriety, potentially allowing a demand to succeed without immediately destroying the target.
Frontier has also promised additional tools and changes for smugglers, though it has yet to provide full details. On-foot theft will generally only be flagged when observed, with exceptions for important settlement items that can still be identified as stolen during a scan.
The overhaul also clarifies the treatment of Powerplay conflict: attacks involving rival powers are intended to be treated as warfare rather than automatically generating standard criminal bounties, although local authorities can still respond to hostile activity and crimes against civilians remain punishable.
For player-versus-player offenses, Frontier is planning separate Pilots’ Federation enforcement and escalating responses for serious repeat conduct, including Advanced Tactical Response ships at the most severe levels. The stated aim is to curb persistent harassment while allowing criminal, bounty-hunting and conflict-driven play to remain part of the galaxy.
Frontier has not announced a specific December release date.
